Системний стратегічний аналіз залізничного транспорту в умовах обмеженості ресурсів

Abstract

UA: У статті встановлено, що сьогодні залізничний транспорт України стрімко втрачає свої конкурентні позиції на світовому ринку та можливості активної участі вітчизняних залізниць у процесі розбудови міжнародних транспортних коридорів. Зазначене ускладняється критичною обмеженістю ресурсів у галузі. Для подолання зазначеного необхідна нова дієва система стратегічного управління розвитком залізничного транспорту, що має ґрунтуватись на якісному стратегічному аналізі діяльності залізничного транспорту. Сьогодні одним з найбільш поширених методів стратегічного аналізу є SWOТ-аналіз.

EN: The article finds that revealed that modern conditions of railway transport functioning are characterized by the spread of processes of globalization, cooperation, neoindustrialization, informatization, incredibly high rates of technical and technological changes in world rail transport, increasing the level of competition in the domestic and foreign markets of transport, and raising the level of requirements consumers to transport services. In such conditions, Ukraine’s railway transport should adapt to the conditions of the meso- and macro-contexts through the implementation of timely and relevant strategic changes that would ensure the transition of the industry to sustainable high-tech development. The latter is complicated by the lack of timeliness of administrative actions, their tactical rather than strategic orientation in ensuring the competitiveness of Ukrainian railways in the international and domestic markets of transport and logistics services, which makes it impossible to effectively use the existing economic potential of JSC “Ukrzaliznytsya”.
