Становлення системи управління ризиками у світі та Україні

Abstract

UA: В статті розглянуто та систематизовано шляхи становлення системи управління ризиками у світі та в Україні. Необхідно зазначити, що проблеми, пов'язані з ризиками були присутні у людському суспільстві з моменту його існування. Це пов'язано з тим, що як у зовнішній, так і у внутрішній середі завжди існували, існують і існуватимуть події, непідвладні волі людини і які відбуваються незалежно від неї. Проте, лише наприкінці 19 століття, у связі з початком глобалізації економіки, яке характеризувалося також посиленням інноваційного розвитку та промислового зростання, проблема управління ризиками стає найактуальнішою. Формування сучасної теорії управління ризиками в Україні пов'язане із процесами становлення підприємництва та розпадом СРСР. За Радянського Союзу підприємства розглядалися як закрита система, всі ризики якої брала держава. Саме вона вирішувала, що, за які кошти та з яких матеріалів випускатиметься продукція, обирала постачальників та споживачів, встановлювала заробітні плати тощо. У статті розглянуто періодизацію становлення системи управління ризиками для подальшої побудови методики мінімізації та нейтралізації внутрішніх та зовнішніх загроз підприємства на основі розробленого та реалізованого комплексу заходів економічного, правового та організаційного характеру з урахуванням особливостей та специфіки розвитку підприємств у сучасному світі.

EN: The article examines and systematizes ways of creating a risk management system in the world and in Ukraine. It should be noted that problems related to risks have been present in human society since its existence. This is due to the fact that both external and internal delusions have always existed, exist and will exist events that are beyond the control of a person's will and that occur independently of him. However, only at the end of the 19th century, at the beginning of the globalization of the economy, which was also characterized by the strengthening of innovative development and industrial growth, the problem of risk management became the most relevant. The formation of the modern theory of risk management in Ukraine is connected with the processes of the formation of entrepreneurship and the collapse of the USSR. Under the Soviet Union, enterprises were considered as a closed system, all the risks of which were taken by the state. It decided what, for what funds and from what materials the products would be produced, chose suppliers and consumers, set wages, etc. The article examines the periodization of the formation of the risk management system for the further construction of the methodology for minimizing and neutralizing internal and external threats to the enterprise based on the developed and implemented set of measures of an economic, legal and organizational nature, taking into account the peculiarities and specifics of the development of enterprises in the modern world.
