Оцінювання, визначення загроз та створення системи забезпечення економічної безпеки Харківського метрополітену

Abstract

UA: В статті визначено сутність, функціональні складові та основні функціональні цілі ЕБ метрополітену. Так, ЕБ метрополітену – це стан захищеності його діяльності від всіх видів загроз, як зовнішніх, так і внутрішніх, при якому забезпечується стабільне функціонування і прогресивний розвиток метрополітену, який досягається шляхом максимально ефективного використання наявних ресурсів і швидкої адаптації до умов середовища, що змінюються. Функціональними складовими ЕБП є фінансова, інтелектуальна і кадрова, техніко-технологічна, правова, екологічна, інформаційна і силова. Розроблено схему впливу найважливіших внутрішніх та зовнішніх загроз на функціональні складові ЕБ Харківського метрополітену в умовах війни. Основними зовнішніми загрозами вважаємо воєнні дії, які тягнуть за собою загрози для усіх складових ЕБ, такі як пошкодження/руйнування основних фондів, евакуація, мобілізація, відтік кваліфікованих кадрів, збитки через використання метрополітену як укриття та безоплатне перевезення пасажирів, можливі перебої з енерго- водо-, теплопостачанням. Основними внутрішніми загрозами є корупція, непрозорі схеми закупівель, недостатня професійність керівництва і фахівців, зношення основних фондів, відсутність програми розвитку інтелектуального потенціалу метрополітену.

EN: In the paper the essence, functional components and main functional goals of economic security of the Kharkiv Metro are defined. Thus, the economic security of the metro is a state of protection of its activity from all types of threats, both external and internal, which ensures the stable functioning and progressive development of the metro, which is achieved through the most efficient use of available resources and rapid adaptation to changing environmental conditions. Functional components of economic security are financial, intellectual and personnel, technical and technological, legal, environmental, informational and power. A scheme of the influence of the most important internal and external threats on the functional components of the economic security of the Kharkiv Metro in the conditions of war has been developed. We consider the main external threats to be military actions, which entail threats to all components of the economic security, such as damage/destruction of fixed assets, evacuation, mobilization, out flow of qualified personnel, losses due to the use of the metro as a shelter and free transportation of passengers, possible interruptions of energy supply, heat and water supply. The main internal threats are corruption, non-transparent procurement schemes, insufficient professionalism of management and specialists, depreciation of fixed assets, lack of a program to develop the intellectual potential of the metro.
